The Elvad Panchayat Abhiyan is a state-led initiative that incentivizes entire villages, especially in LWE-affected zones, to encourage Maoist militants to surrender. Once all residents involved in Maoist activities have surrendered, the panchayat can apply for official recognition as a "Maoist-Free Panchayat."

1. Mass Surrender to Eradicate Maoism

• Villages must ensure voluntary surrender of Maoist-linked individuals to qualify for the scheme.
• After surrender, the panchayat submits a formal proposal for being declared Maoist-free.

• ₹1 Crore Development Fund: Immediate financial assistance for infrastructure projects such as roads, schools, and public buildings.
• Enhanced Mobile Connectivity: New mobile towers or extension of nearby networks to improve digital access.
• Access to Electricity: Installation of power lines and solar lighting solutions until full electrification is achieved.

3. Rehabilitation of Surrendered Maoists

• Livelihood Assistance: Skill development training, land allocation, and homes under PM Awas Yojana.
• Monthly Financial Aid: ₹10,000 per month, along with free food and shelter for three years as part of the rehabilitation package.

4. Support for Victims of Maoist Violence

• Victims displaced by Naxalite violence will receive financial aid, land, and necessary rehabilitation support to rebuild their lives.
