The Elvad Panchayat Abhiyan is a state-led initiative that incentivizes entire villages, especially in LWE-affected zones, to encourage Maoist militants to surrender. Once all residents involved in Maoist activities have surrendered, the panchayat can apply for official recognition as a "Maoist-Free Panchayat."
