Who is called the father of modern local self-government bodies in India ?
Lord Ripon
Lord Ripon, Viceroy of India from 1880 to 1884, passed the famous Resolution on Local Self-Government in 1882.
The resolution provided for local boards with a majority of non-government and elected members, elected chairmen where possible, and greater financial and administrative powers, treating local bodies as instruments of political and popular education.
Because of this landmark measure he is called the father of local self-government in India.
Lord Canning is linked with the transfer of power to the Crown after 1857, Lord Lytton with the Vernacular Press Act and the Delhi Durbar of 1877, and Lord Hardinge with the transfer of the capital to Delhi, so they do not hold this title.
Hence, Lord Ripon.
