Which section of the National Rural Employment Guarantee Act, 2005 (NREGA) provides for regular “Social Audit” ?
Section 17
The National Rural Employment Guarantee Act, 2005, now the Mahatma Gandhi NREGA, guarantees at least 100 days of wage employment a year to every rural household whose adult members volunteer for unskilled manual work.
Section 17 of the Act deals with the audit of works: it requires the Gram Sabha to monitor the execution of works within the Gram Panchayat and to conduct regular social audits of all projects taken up there.
Section 15 deals with the Programme Officer, Section 16 with the responsibilities of Gram Panchayats in planning and implementation, and Section 18 with the responsibility of the State Government, so they do not lay down the social audit.
The social audit provision makes the scheme transparent and accountable to the local community.
Hence, Section 17.
