The correct answer is

Neither 1 nor 2

A conclusion is valid only if it follows necessarily from the statements. Statement I is a particular affirmative proposition (Some animals are intelligent) and Statement II is a universal affirmative proposition (All intelligent animals are monkeys).

Conclusion 1 reverses Statement II. 'All intelligent animals are monkeys' places the intelligent animals inside the class of monkeys, but it says nothing about whether every monkey is intelligent. A universal affirmative proposition cannot be converted simply into another universal affirmative, so 'All monkeys are intelligent' does not follow.

Conclusion 2 is about horses, a term that appears in neither statement. Statement I says only that some animals are intelligent, without saying which, so nothing can be concluded about horses.

Since neither conclusion is forced by the statements, the codes that accept one or both conclusions fail.

Neither 1 nor 2 option is correct.
