The correct answer is

Pulley

A fountain pen, a bicycle pump and a hand pump all work on the relation between the volume and pressure of air (Boyle's law): changing the volume of trapped air changes its pressure, which draws in or pushes out ink, air or water.

A pulley is a simple machine that changes the direction of a force (or gives mechanical advantage) using a rope over a wheel; it has nothing to do with air pressure.

So the pulley is not based on the volume-pressure relation of air.

Hence, Pulley.
