This question was deleted by BPSC in the final answer key for Set J, and the reason is on the face of it: there was no Census of India in 2023. The decennial census due in 2021 was postponed because of COVID-19 and had not been conducted when this paper was set, so the question refers to a document that does not exist. The state that would answer it on any available evidence is Kerala, option 4, and that is the answer given here.

Why Kerala leads. Its position rests on a long history — missionary and princely-state schooling in Travancore and Cochin in the nineteenth century, land reform and the strength of public provision after independence, and the total literacy campaign of 1989-91 through which the state declared itself fully literate. Female literacy in particular is far above the national figure, and the gap between male and female literacy is the narrowest in India.
Why the census matters. India’s census has been taken every ten years without a break since 1872, and continuously in its modern form since 1881. It is the source for literacy, sex ratio, density, urbanisation and language data, and its postponement has left every one of those figures a decade out of date — which is exactly the difficulty this question ran into.
On reading such a question. A reference to a census year that is not a census year is a warning sign. The decennial years are 1991, 2001, 2011 and, as scheduled, 2021; anything else is either a survey or an error.
Hence, the best available answer is Kerala, with the caveat that BPSC deleted the question.
