What is neo-realism ?
An attempt to restate the basic ideas of realism in a more scientific form
An attempt to restate the basic ideas of realism in a more scientific form option is correct.
Neo-realism, or structural realism, was formulated by Kenneth Waltz in Theory of International Politics (1979). Waltz retained classical realism's assumptions of state-centrism and power-seeking but discarded Morgenthau's reliance on flawed human nature, relocating the explanation of state behaviour to the anarchic structure of the international system and the distribution of capabilities. The move was self-consciously scientific — parsimonious, deductive and testable — and set the terms of IR theorising for two decades.
Ignoring unpleasant realities describes idealism, not realism; claiming international society is orderly and peaceful is the English School / liberal institutionalist position; centring individual human nature is Morgenthau's classical realism, not its neo- successor.
