The correct answer is

Making them easier to obtain.

Making them easier to obtain. is correct.

A business licence is the government permission needed to start or run an enterprise. Under the old licence-permit regime in India, obtaining such permissions was slow and costly.

Since the 1991 reforms, the trend in India and worldwide has been to simplify licensing: industrial delicensing, single-window clearances, online applications, self-certification and time-bound approvals under the Ease of Doing Business agenda. The aim is to make licences easier and faster to obtain while keeping necessary regulation.

Lengthening approval time runs against this trend; licences are not being abolished altogether, since some regulation remains necessary for safety, health and revenue; and making them impossible to obtain would stop business activity. Hence the modern trend is making licences easier to obtain.
