Urine is formed in the nephrons of the kidney in three steps: filtration in the glomerulus, selective reabsorption in the tubules, and secretion. Useful substances such as glucose, amino acids and most of the water are reabsorbed back into the blood; wastes are left behind.
The amount of water reabsorbed is regulated so as to maintain the body's water balance. When the body has excess water, less water is reabsorbed and a large volume of dilute urine is produced; when the body is short of water, more water is reabsorbed and a small volume of concentrated urine is produced. So the primary factor deciding how much water is reabsorbed is the excess (or deficit) of water in the body, controlled by hormones such as ADH. Glucose, protein and oxygen levels do not directly control water reabsorption.
