The Indian scheme is credited with offering the first Blueprint -
M. Visvesvaraya
The stem (a literal translation) asks who is credited with giving the first blueprint of planning in India.
Sir M. Visvesvaraya, the engineer-statesman, published the book Planned Economy for India in 1934. It proposed a ten-year plan to double national income and is regarded as the first blueprint for economic planning in India.
Later plans such as the National Planning Committee (1938) under Jawaharlal Nehru, the Bombay Plan (1944) and the Gandhian Plan (1944, by S.N. Agarwal on Gandhian lines) came after Visvesvaraya's proposal. Sardar Vallabhbhai Patel is not associated with drafting an economic plan.
Hence, the first blueprint of Indian planning is credited to M. Visvesvaraya.
