The purpose of the Kyoto Protocol is-
Reducing greenhouse gas emissions
The Kyoto Protocol, adopted in 1997 under the UN Framework Convention on Climate Change (UNFCCC) and in force from 2005, commits industrialised countries to legally binding targets for reducing greenhouse gas emissions.
It covers six gases, including carbon dioxide, methane and nitrous oxide, and introduced market mechanisms such as emissions trading and the Clean Development Mechanism.
Wetland protection is the aim of the Ramsar Convention (1971), and the protocol is specific to greenhouse gases rather than general atmospheric pollution or electromagnetic radiation.
Hence, the answer is reducing greenhouse gas emissions.
