Why the others fail — note that two of them swap the roles:

‘The victim is brought by the onlookers to the hospital.’ — shifts the tense to the simple present, describing a habit rather than a single past event.
Two checks, in order: is the doer after by the same person as in the original? And is the tense unchanged? Most wrong options fail one or the other.
