The correct answer is

5, 2, 6, 1, 3, 4, 7, 8, 9

The code gives P = 1, O = 2, L = 3, I = 4, C = 5, M = 6, A = 7, N = 8, T = 9. Decode each sequence letter by letter.

Step 1 — 2, 5, 6, 7, 1, 4, 8, 3, 9 gives O C M A P I N L T, which is not a word.

Step 2 — 5, 2, 7, 1, 6, 4, 3, 8, 9 gives C O A P M I L N T, and 2, 5, 1, 6, 7, 3, 8, 4, 9 gives O C P M A L N I T; neither is a word.

Step 3 — 5, 2, 6, 1, 3, 4, 7, 8, 9 gives C O M P L I A N T, the meaningful word COMPLIANT (obedient to rules).

5, 2, 6, 1, 3, 4, 7, 8, 9 option is correct.
