Assertion (true): In 2012 Pakistan replaced its Positive List of about 1,950 importable items from India with a Negative List of 1,209 tariff lines from which imports from India were prohibited. India formally objected, citing this as inconsistent with SAFTA obligations.

Reason (false): Article 23 of the SAFTA Agreement does the opposite — it states that the Agreement shall not be subject to reservations. There is no provision permitting unilateral tariff reservations on grounds of political disagreement; in fact India's challenge rested precisely on this no-reservations clause.

Hence A is true but R is false — option (3).
