Bihar’s physiographic divisions. The state is usually divided into three, from north to south :

Why the Munger hills belong there. They are made of ancient crystalline rock and form the outer edge of the Chhotanagpur plateau where it rises above the Ganga plain, running roughly along the Munger-Jamui border as the Kharagpur range. Physically and geologically they belong with the plateau, not with the alluvium of the plain around them — which is what makes option 4, the South Bihar Plain, wrong even though Munger district itself lies on the Ganga.

Why option 3 is a trap. The Someshwar range is real, but it lies at the opposite end of the state — in West Champaran, on the Nepal border, as part of the Shivalik foothills of the Himalaya. It is the northernmost hill feature of Bihar and includes the state’s highest point, and it belongs to a young folded system, whereas the Munger hills are among the oldest rocks in India.

A useful contrast to remember : Bihar’s hills come from two entirely different sources — the Shivaliks in the far north-west, and the Chhotanagpur outliers in the south.

Hence, the answer is the Southern Hilly Region.
