On 21 October 1943, at Singapore, Subhas Chandra Bose proclaimed the Arzi Hukumat-e-Azad Hind, the Provisional Government of Free India, with himself as Head of State, Prime Minister and Minister for War. What it did. The government moved its headquarters to Rangoon in January 1944, from which the INA advanced with the Japanese into Manipur, crossing the frontier and raising the flag at Moirang. The campaign towards Imphal and Kohima failed in mid-1944, with the monsoon, disease and the collapse of supply lines doing more damage than the fighting.
Why it mattered. Recognition by nine governments, even though most were Axis powers or their client states, gave the enterprise a standing in international law that no earlier body in the national movement had claimed. And the INA trials at the Red Fort in 1945-46 — of Prem Sahgal, Gurbaksh Singh Dhillon and Shah Nawaz Khan, a Hindu, a Sikh and a Muslim tried together — produced a wave of public feeling and unrest in the armed forces that weighed heavily on British calculations about how long India could be held.
