The correct answer is

28 States and 8 Union Territories

Until 2019 India had 29 States and 7 Union Territories. The Jammu and Kashmir Reorganisation Act, 2019 converted the State of Jammu and Kashmir into two Union Territories, Jammu and Kashmir and Ladakh, from 31 October 2019. This left 28 States and 9 Union Territories.

The Dadra and Nagar Haveli and Daman and Diu (Merger of Union Territories) Act, 2019 merged two Union Territories into one with effect from 26 January 2020, reducing the count of Union Territories from 9 to 8.

No new State or Union Territory has been created since then, so as of 2026 India has 28 States and 8 Union Territories. 29 States and 7 Union Territories was the position before the 2019 reorganisation, 28 States and 9 Union Territories lasted only from October 2019 to January 2020, and 29 States with 8 Union Territories never existed, so “None of the above” is ruled out as well.

28 States and 8 Union Territories option is correct.
