The correct answer is

Both Statement I and Statement II are true

The National Policy on Education (NPE), 1986, laid strong emphasis on value education as an integral part of the school and higher education curriculum, recognising that academic knowledge alone was insufficient for building a healthy society.
Statement I is true: the NPE (1986) explicitly highlighted that education for values was needed to counter growing intolerance, violence and superstition in society, viewing schools and universities as instruments for cultivating rational, tolerant and non-violent citizens.
Statement II is also true: the policy simultaneously stressed that education must help learners uphold and internalise India's social, cultural and scientific principles and heritage, fostering both a scientific temper and respect for the country's composite cultural traditions.
These two goals were presented as complementary parts of the same vision — a value-based education system that removes negative social tendencies while strengthening positive social, cultural and scientific values. Hence, both Statement I and Statement II are true.
