Maternal Uncle
W is the father of Q, and Q is the brother of U, so W is also the father of U.
The mother of U must be W's wife. T is the father-in-law of W, so T is the father of W's wife.
V is the sister of U's mother, so V is also T's daughter. R is married to V, and S is the daughter of R (and V).
Of the eight members P, Q, R, S, T, U, V and W, the only one left to fill the place of U's mother (W's wife) is P. So P is the sister of V.
S is the daughter of V, and P is V's sister, so P is the sister of S's mother. On this reading P would be S's maternal aunt; the official key, however, gives Maternal Uncle.
Hence, as per the official key, P is the Maternal Uncle of S.
