Change the following from active to passive: The panelists would have reconsidered the proposal had new evidence been submitted.
The proposal would have been reconsidered by the panelists had new evidence been submitted.
Active: subject the panelists, verb would have reconsidered (conditional perfect), object the proposal.
In the passive, the object becomes the subject and the verb becomes would have been + past participle: "The proposal would have been reconsidered by the panelists".
The condition "had new evidence been submitted" (an inverted form of "if new evidence had been submitted") is already passive and stays unchanged.
"Would reconsider" lacks been and the past participle, "could be reconsidered" changes the modal and the time, and "was under reconsideration" changes both tense and meaning.
Hence, the answer is The proposal would have been reconsidered by the panelists had new evidence been submitted.
