Newton's First Law

Newton's First Law of Motion, also called the law of inertia, states that a body continues in its state of rest or uniform motion in a straight line unless acted upon by an external unbalanced force.

Newton's Second Law relates force to the rate of change of momentum, Newton's Third Law describes action-reaction pairs, and the Law of Gravitation describes the attractive force between masses — none of these describe the persistence of a state of rest or motion in the absence of force.

Therefore, this behaviour is stated by Newton's First Law.
