The Estimates Committee is a crucial parliamentary committee in the Indian Parliament. Its primary role is to examine the estimates of expenditure presented by the government, suggest economies, and improve financial administration and efficiency in the execution of policy relating to the estimates.
The formation and functioning of parliamentary committees are key aspects of legislative oversight in India. The Estimates Committee is one of the most important committees dealing with financial matters.
The members of the Estimates Committee are elected, not nominated. The election process ensures representation from various sections of the House. Crucially, these members are elected only from amongst the members of the Lok Sabha. The committee thus exclusively comprises members of the lower house of the Parliament.
The Speaker of the Lok Sabha conducts the election based on the principle of proportional representation by means of the single transferable vote. Members are elected for a term not exceeding one year.
Based on the election procedure, it is clear that the members of the Lok Sabha are the ones who elect the members of the Estimates Committee.
