The correct answer is

Divide the flowers into two groups: one open to wind only, and one open to insects only.

To find the effect of one factor separately, a controlled experiment must allow only that factor to act on one set of samples while the other conditions are kept the same.

If the flowers are divided into two groups, one open only to wind (for example, covered with a fine mesh that lets airborne pollen through but keeps insects out) and one open only to insects, then the seed or fruit set in each group shows how effective each type of pollination is on its own. Comparing the two groups separates the contribution of wind from that of insects.

Removing the stigmas or covering all flowers completely stops pollination altogether, so neither agent can be measured. Exposing all flowers to both wind and insects at the same time mixes the two effects, so their separate effectivity cannot be found.

Hence, Divide the flowers into two groups: one open to wind only, and one open to insects only.
