The 13th Ministerial Conference was held at Abu Dhabi in the United Arab Emirates — option 2.

The meeting. MC13 ran from 26 February to 2 March 2024, extended by a day as negotiations ran late. It was chaired by the UAE’s Minister of State for Foreign Trade, Thani Al Zeyoudi, and admitted Comoros and Timor-Leste as new members, taking the WTO to 166 members.

Notice that the other options are not random: Argentina hosted MC11, Switzerland hosts the WTO headquarters at Geneva and hosted MC12, and Indonesia hosted MC9 at Bali in 2013 — the conference that produced the Trade Facilitation Agreement and the “peace clause” on public stockholding.

What the Ministerial Conference is. It is the highest decision-making body of the WTO, made up of all members and meeting at least once every two years. It can take decisions on any matter under any of the multilateral trade agreements.

India’s position at MC13. India pressed for a permanent solution on public stockholding for food security, so that its minimum-support-price procurement would not be challenged under the subsidy limits, and resisted attempts to bring new issues — investment facilitation, and environment and labour standards — into the WTO. The conference ended with agreement on extending the moratorium on customs duties for electronic transmissions until MC14, but without a permanent stockholding solution and without a conclusion on fisheries subsidies, and it is generally regarded as having produced limited results.
