A die is the tool that cuts an external (male) thread onto a rod, and dies come in two main forms: solid dies and split or adjustable dies.
A solid die is machined in one fixed piece, so the diameter at which it cuts the thread is set permanently during manufacture and cannot be opened or closed.
In practice a thread often has to be cut a little tighter or looser so that the mating nut fits with the right amount of play, which means the cutting diameter must be tweaked slightly.
Only a split (adjustable) die can do this, because a screw in the die stock squeezes or spreads the die a fraction to change the depth of cut; a solid die simply cannot make that fine size adjustment.
Threading steel rods (option 2) is well within a solid die's ability, since it is made from hardened tool material intended for exactly that work.
Holding it in a die stock (option 3) and turning it by hand (option 4) are the normal ways any die is used, so those situations do not make a solid die unsuitable.
