The correct answer is

Must be engaged in traditional crafts

PM Vishwakarma Yojana, launched on 17 September 2023 by the Ministry of MSME, supports artisans and craftspeople who work with their hands and tools in 18 traditional family-based trades, such as carpenter, blacksmith, goldsmith, potter, cobbler, mason, barber, washerman and tailor.

An eligible beneficiary must be at least 18 years old, self-employed in one of these traditional trades on an unorganised basis, and generally not a government employee or family member of one. It covers both rural and urban artisans.

Benefits include PM Vishwakarma certificate and ID card, skill training with a stipend, a toolkit incentive of ₹15,000 and collateral-free loans of up to ₹3 lakh at a concessional 5% interest.

There is no urban-only condition and no minimum-income requirement, and government employees are excluded rather than required.

Hence, the answer is Must be engaged in traditional crafts.
