The correct answer is

Protected by the Constitution

State services (e.g. State civil services, State police services) are protected by the Constitution. Under Part XIV, Article 310 makes their tenure subject to the pleasure of the Governor, but Article 311 gives them safeguards: no dismissal or removal by an authority subordinate to the appointing authority, and no dismissal, removal or reduction in rank without an inquiry with a reasonable opportunity of being heard.

They are not controlled by the Union Government; they are under the respective State Governments, with recruitment through State Public Service Commissions (Article 315).

They are not regulated by an Act of Parliament; under Article 309 their recruitment and conditions of service are regulated by Acts of the State Legislature and, until such law is made, by rules framed by the Governor. Nor are they modelled on the All India Services, which are a separate category created under Article 312.

Hence, the answer is Protected by the Constitution.
