Wood’s Dispatch
Wood's Dispatch was sent in 1854 by Sir Charles Wood, President of the Board of Control of the East India Company. It is called the Magna Carta of English (modern) education in India.
It laid down a comprehensive plan: a Department of Public Instruction in every province, universities on the London model at Calcutta, Bombay and Madras (set up in 1857), the grant-in-aid system, a graded chain of schools, vernacular primary schools, teacher training and women's education.
Macaulay's Minute (1835) favoured English education and the downward filtration idea, the Hunter Commission (1882) reviewed primary and secondary education, and the Sargent Report (1944) was a post-war plan; none has this title.
Hence, Wood’s Dispatch is known as the Magna Carta of Modern Education in India.
