The correct answer is

Wife's brother

From 'N @ K' (N is brother of K) and 'K # S' (K is daughter of S), N is also S's child, a sibling of K.

From 'S & R' (S is father of R), R is also S's child, making N, K and R siblings.

From 'R ! V' (R is wife of V), V is R's husband.

Since N and R are siblings, and V is married to R, N is V's wife's brother.

Hence, N is related to V as Wife's brother.
