Slows down the drying process

Paint hardens because the solvent or water carrier held in the wet film escapes into the surrounding air as vapour, leaving the resin behind as a solid coat.

The speed of that escape depends on how much extra moisture the workshop air can still absorb; dry air pulls vapour away quickly, humid air cannot.

When humidity is high the air is already loaded with water vapour, so it has little spare capacity to accept the solvent leaving the paint surface.

With the vapour transfer choked, evaporation from the film becomes sluggish and the coating stays tacky and wet for a much longer time.

High humidity therefore delays curing rather than hastening it, so speeding up the process is the opposite of what actually happens.

Damp air alone does not instantly rust a painted metal surface, and it certainly cannot change the pigment colour on contact, so those options describe effects that do not occur here.
