The correct answer is

Focusing on its endemic habitat in the Western Ghats

The Nilgiri tahr is an endemic species: its entire wild population lives in the montane grassland and shola habitat of the Western Ghats of Tamil Nadu and Kerala. An endemic animal survives only where its particular habitat survives, so conservation has to protect that habitat in place (in-situ), as in Eravikulam National Park and the Nilgiri hills.

A general-purpose reserve elsewhere would not reproduce those hill grasslands, putting effort into widespread species ignores the restricted range that makes this animal vulnerable, and shifting it to other regions removes it from the only climate and vegetation it is adapted to.

Hence, the answer is Focusing on its endemic habitat in the Western Ghats.
