No, you can not apply for NTSE in class 12th. It is meant only for the students of class 10th.

Yes, it is compulsory to clear both the stages in order to be eligible for the scholarship. If someone fails to qualify the Stage II, they’ll lose the opportunity as you can not give a re attempt.
