Apply Direct Formatting

In Word, headings usually take their appearance from a linked style such as Heading 1, and every heading using that style shares one definition.

Because of that link, editing the style, or editing one heading in a way that updates the style, changes the formatting of all headings that use it, which is exactly the behaviour to be avoided here.

To change only the one selected heading, you must override the style locally by applying formatting straight to the selected text.

This is called Direct (or manual) Formatting: it affects just the current selection and does not touch the shared style, so the other headings stay unchanged.

So the correct action is Apply Direct Formatting.

Modifying the Style would update every heading using it, and changing the Theme alters fonts and colours document-wide, while Format Painter copies formatting onto other text rather than isolating a single heading, so none of them meets the requirement.
