The correct answer is

Dr. Manmohan Singh

In 1991 India faced a severe balance of payments crisis, and the new government introduced the LPG reforms (liberalisation, privatisation and globalisation).

These reforms were announced through the Union Budget of 24 July 1991, presented by Finance Minister Dr. Manmohan Singh, who served from June 1991 to May 1996.

P.V. Narasimha Rao was the Prime Minister who led that government; Yashwant Sinha had been Finance Minister just before (1990-91), and Pranab Mukherjee held the post in 1982-84 and 2009-12.

Hence, Dr. Manmohan Singh.
