 CGTMSE stands for Credit Guarantee Fund Trust for Micro and Small Enterprises — option 4.

Reading the acronym. The letters themselves settle the question: Micro and Small Enterprises. The problem it solves. A small enterprise typically has a sound business idea but no land or building to pledge, and banks are reluctant to lend without security. The trust stands behind the loan: if the borrower defaults, it reimburses the lending bank a large share of the outstanding amount, usually between 75 and 85 per cent depending on the category of borrower, with the highest cover for micro enterprises, for women entrepreneurs and for units in the North-East. The bank therefore lends against the cash flow of the business rather than against property, and the borrower pays a modest guarantee fee.

How the categories are defined. Since the revision of 2020, the MSME classification uses both investment in plant and machinery and annual turnover, with micro, small and medium as the three tiers — which is why the distinction between “micro and small” and “small and medium” in the options is a real one and not merely verbal.
