The Sadler Commission is the popular name of the Calcutta University Commission of 1917-19, chaired by Sir Michael Sadler, then Vice-Chancellor of the University of Leeds. Its formal terms of reference were confined to a single institution — the conditions and prospects of the University of Calcutta — which is exactly what the correct option states.

Its findings, however, ranged much wider than that brief, and its recommendations shaped Indian higher education generally. It held that the root of the university's problems lay in school education, and proposed a separate intermediate stage of two years after ten years of schooling, to be run by intermediate colleges under a board of secondary and intermediate education, so that the university degree course could be shortened to three years.

It also recommended unitary teaching-and-residential universities in place of the purely affiliating and examining model, more autonomy for universities, honours courses distinct from pass courses, the extension of women's education, and applied scientific and technological instruction.

The option "problems of all universities in India" is the plausible-looking miss, but no commission of that period held so general a remit; the wide influence came from a report written about one university.

Evaluation and curriculum were both discussed, yet neither defined the commission's purpose.

Hence the Sadler Commission was set up to inquire into the conditions and problems of the University of Calcutta.
