The correct answer is

Council of Ministers

Council of Ministers is correct.

India follows the cabinet form of parliamentary government. Under Article 74, there is a Council of Ministers with the Prime Minister at its head to aid and advise the President.

Under Article 75(3), the Council of Ministers is collectively responsible to the Lok Sabha, so major decisions of the Prime Minister are taken together with the Council of Ministers rather than alone.

The Home Minister and the External Affairs Minister are individual members of the Council, and the Cabinet Secretary is a civil servant, not a political body whose consent is required.
