The correct answer is

Government of India Act, 1919

The Montagu–Chelmsford Reforms were named after Edwin Montagu, the Secretary of State for India, and Lord Chelmsford, the Viceroy, who prepared the report of 1918.

These proposals were given legal form by the Government of India Act, 1919, which introduced dyarchy in the provinces and a bicameral central legislature.

The Government of India Act, 1935 brought provincial autonomy; the Indian Councils Act, 1909 was the Morley–Minto Reforms; the Charter Act, 1853 renewed the Company's charter for the last time.

Hence, the answer is Government of India Act, 1919.
