Relief to Poor
The Elizabethan Poor Law of 1601, enacted in England under Queen Elizabeth I, is regarded as the earliest codified statutory framework of public assistance and a foundational milestone in the history of social welfare.
It made each parish responsible for its own poor through a compulsory poor rate and provided outdoor and indoor relief to the impotent poor, work to the able-bodied poor, and apprenticeship to pauper children. The law rested on the principle of providing relief rather than rehabilitation, empowerment, or sustainable development, which are much later welfare concepts.
Hence, the Elizabethan Poor Law of 1601 was based on the concept of Relief to Poor.
