The correct answer is

Sampling frame

A sampling frame is the list or basis of all the units of the universe (population) from which the sample is actually drawn - for example a voters' list, a telephone directory, school registers or a census household list.

Since every unit is selected from it, the sample can be representative only if the frame is complete, accurate and up to date; a faulty frame causes frame error and coverage bias.

The sampling fraction is merely the ratio of sample size to population size (n/N), a sampling trait is the characteristic being studied in the selected units, and the target population is the whole universe about which conclusions are drawn - none of these is the basis from which units are picked.

Hence, the answer is Sampling frame.

Reason (R) : Sample size does not ensure representativeness.
