The idea of a Constituent Assembly for India was first put forward by M.N. Roy in 1934. The Indian National Congress officially demanded it in 1935. The demand was finally accepted in principle by the British Government in the 'August Offer' of 1940. Eventually, the Constituent Assembly was constituted in November 1946 under the scheme formulated by the Cabinet Mission Plan.
The Assembly was a partly elected and partly nominated body. The members were indirectly elected by the members of the provincial assemblies. The allocation of seats was roughly proportional to the population of each province or princely state.
The Constituent Assembly was not just a drafting body; it also performed temporary functions of the Parliament of India until the first general elections were held. It also ratified India's membership of the Commonwealth in May 1949 and elected Dr. Rajendra Prasad as the first President of India on January 24, 1950.
