Montagu-Chelmsford or Montford Reforms. Based on these, the Government of India Act, 1919 was enacted. Main Features:

The Provincial Legislative Councils were enlarged and the majority of their members were to be elected.

The Act introduced dyarchy for the executive at the level of the provincial government.

The Dyarchy system provided more powers to the Provincial governments. Under this system some subjects, such as Land revenue administration, famine relief, irrigation, administration of justice, law and

order, newspapers, borrowing, forests etc., were called 'reserved' subjects and remained under the direct control of the Governor;others such as education, public health & sanitation, public works, agriculture, fisheries, religious endowments, local self governments, medical services etc, were called 'transferred' subjects and were to be controlled by ministers responsible to the legislatures. In other words, the subjects which were considered of key importance for the welfare of the masses and for maintaining peace and order in the state were classified as reserved, while subjects in which there was more local interest were treated as transferred.
