Four students M, N, O and P are standing in a queue in a restaurant to give their orders. M is not behind O but behind P. O does not give the last order. Who is standing in front of the queue?

Working through the given positional constraints for M, N, O, and P in the queue step by step, the only consistent arrangement places the order as P-M-O-N, making P the person standing at the front of the queue.
