Critical reading means :
Evaluating what you read in terms of your own questions
Critical reading is active, analytical reading in which the reader questions the text - its purpose, evidence, assumptions and conclusions - and evaluates it rather than simply accepting it.
This is done by evaluating what is read in terms of one's own questions, e.g. Is the evidence adequate? Is the method sound? Are the conclusions justified?
It does not mean automatically taking an opposing view or being negative before reading, and skimming is quick reading for the gist, the opposite of careful critical reading.
Hence, the answer is Evaluating what you read in terms of your own questions.
