The Government of India has introduced a Concessional Local Pass for eligible non-commercial vehicle owners living within 20 km of a National Highway fee plaza. The Ministry of Road Transport and Highways announced on 27 October 2026 that it takes effect from 1 November 2026. The annual pass costs ₹1,500 for fee plazas outside municipal or local town limits and ₹3,000 for those within such limits.

Features of the Scheme

Eligible individuals can choose either the existing monthly pass or the annual Concessional Local Pass for a particular fee plaza.

  • Eligible vehicles: non-commercial vehicles
  • Residence: within 20 km of the fee plaza
  • Annual cost outside municipal/local town limits: ₹1,500
  • Annual cost within municipal/local town limits: ₹3,000
  • Effective date: 1 November 2026
  • FASTag: valid and functional FASTag required
  • Validity: one particular fee plaza
  • Not transferable

Exceptions

  • The facility does not apply on National Highways and Expressways with a closed user fee collection system.
  • The pass is not provided where a service road or alternative route is available for commuters.

Availability

  • From 1 November 2026: the annual Local Pass is available at all eligible toll plazas.
  • From 1 December 2026: the pass will also be available through the Rajmargyatra mobile application.

The Central Government may amend the prescribed rates annually, with changes taking effect from 1 April.

Legal Framework

The provision has been notified through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, using powers under the National Highways Act, 1956, which is the legal basis for matters relating to national highways.

Why It Was Introduced

People living near toll plazas often have to use them for work, study, medical trips and other reasons, and repeated toll payments add to their travel costs. A single annual charge for non-commercial vehicles eases this burden and offers an option that may suit travellers better than the existing monthly pass.
