What does inclusion in education imply?
Provision of quality education to all children
Inclusive education means that every child, whatever the ability, disability, gender, language, caste or socio-economic background, learns in the same regular classroom and the school adapts its curriculum, teaching and assessment to meet each child's needs. The RTE Act 2009, the RPwD Act 2016 and NEP 2020 all frame inclusion as the right of all children to equitable, quality education in neighbourhood schools.
So the essence of inclusion is not where a particular group is placed, but that the system provides good quality education to every learner together, removing barriers to access, participation and achievement.
Placing specially abled children in special schools, or gifted children in special schools, is segregation, the opposite of inclusion. Creating separate sections for special children inside a so-called inclusive school is still segregation within the building, so it does not meet the idea of learning together.
Provision of quality education to all children option is correct.
