Governor: Executive Power in Indian States
The Constitution of India designates the formal head of the executive branch in each state.
According to Article 154(1) of the Constitution of India, the executive power of the state is expressly vested in the Governor.
- The Governor is the constitutional head of the state.
- This executive power is exercised by the Governor either directly or through officers subordinate to him/her, in accordance with the Constitution.
- While the Governor holds this power formally, the real executive powers are exercised by the Chief Minister and the Council of Ministers, who aid and advise the Governor in performing their functions (as per Article 163).
Therefore, the executive power of the state is vested in the Governor.
