The correct answer is

active and social in character

A progressive classroom draws on the ideas of John Dewey and on constructivism, which NCF 2005 also endorses. Children are seen as active learners who construct knowledge by doing, exploring, discussing and connecting school learning with life outside school.

Learning here is active, because children engage in projects, experiments and inquiry, and social, because they work in groups, share ideas and learn from one another while the teacher acts as a facilitator.

Individualistic and passive learning describes a traditional, teacher-centred classroom where children only listen. Learning that is examination oriented or textbook oriented narrows education to memorising content for tests, which progressive education rejects.

active and social in character option is correct.
