The Rangarajan Expert Group (2014) was constituted to review the methodology of poverty estimation in India after the Tendulkar Committee.

It defined poverty using separate monthly per-capita consumption expenditure baselines for rural and urban areas built on food, non-food essentials and other spending.

For future updates the group recommended using the Fisher Ideal Index to inflate the poverty line, drawing consumption data from the NSSO household consumption expenditure surveys.

Hence, the Rangarajan Group proposed updating the poverty line through the Fisher Index applied to NSSO data.
