The correct answer is

State Election Commissions

The 73rd and 74th Constitutional Amendments (1992) added Parts IX and IX-A to the Constitution to give constitutional status to Panchayats and Municipalities.

Article 243K empowers the Governor of each State to appoint a State Election Commission consisting of a State Election Commissioner. Article 243ZA extends the same arrangement to Municipalities.

The State Election Commission is entrusted with the superintendence, direction and control of the preparation of electoral rolls for, and the conduct of, all elections to the Panchayats and Municipalities.

The Election Commission of India under Article 324 conducts only Parliament, State Legislature, President and Vice-President elections, so it does not handle local body polls.

Hence, these elections are managed by the State Election Commissions.
